Position Purpose:
NREL’s Center for Transportation Technologies and Systems performs several activities designed to assist the Department of Energy in effectively promoting the petroleum replacement goals of federal legislation. In support of these activities, this intermediate-level position will conduct analyses of the current and potential impacts of advanced fuels and vehicles on petroleum use and the environment, of the utilization of these technologies in fleets and other market segments, and the possible implications of various implementation strategies. The position will also analyze proposed policy changes, develop regulation implementation guidelines for fleets, analyze and report on compliance, and help create tools and resources to facilitate fleet compliance and reporting, including an on-line compliance database. Position requires interaction with DOE managers, private and governmental fleet managers, and various industry and local government representatives.
Essential Duties and Responsibilities (but not limited to the following)
Design and develop analyses that apply standard and state-of-the-art analysis methods and techniques to:
- assess the progress in petroleum displacement through the use of alternative fuels and advanced vehicles (AF/AV), and other transportation technologies in fleets, states, and regions
- characterize best practices and success factors in the application of AF/AV and other transportation technologies
- characterize the potential for petroleum displacement through various AF/AV strategies, program options, and proposed policy initiatives
- assess patterns, trends and impacts of federal and state policies that encourage use of AF/AV and other transportation technologies
- develop clearly written analyses and interpretations of regulations and policies
Contribute to the development of data bases and on-line tools that:
- provide resources for public and private entities to develop their own strategies for AF/AV and other transportation technologies implementation
- provide for efficient and user-friendly compliance reporting for fleets
- provide for data management and analysis by program staff
Collaborate with others on projects that facilitate implementation of AF/AV and other transportation technologies
- work with team members within NREL and through subcontracts to develop task analyses, databases, and on-line tools
- identify and collaborate on opportunities for synergy and leveraging with other deployment and analysis tasks
Interact with DOE clients, industry groups, fleet managers, and other external audiences on AF/AV implementation; present results of analyses in written and oral formats.
Requirements

Master’s degree in engineering, policy, economics, or other relevant field, or equivalent relevant experience. Five years of relevant policy, market, or technology analysis experience. Experience analyzing policy and regulations, and interpreting them in guidance documents and tracking databases. Strong computer skills, including use of standard office software, analysis using spreadsheet software, and use of online databases. Strong interpersonal, communication (oral and written), and teamwork skills.
Preferred Qualifications—Knowledge of alternative fuel and advanced vehicle technologies, and of market opportunities and barriers related to their use. Experience with developing, maintaining, and providing access to online databases. Experience in analysis of transportation policies, impacts, and strategies. Demonstrated independence and creativity in designing and carrying out relevant analyses.
