No matter what is said in the rhetoric, expect exactly nothing from either.

Do they really have any real power to change anything anyway?
It seems that states have more power, but are unable or unwilling to exercise them. Look at how California tried to implement low emission vehicle policies; Big Auto just blew them off.
Change needs to come from the bottom up, not top down. Don't expect a president to make a real difference here.
