Update from Poznan

A quick update from the final days of the global climate negotiations here in Poznan. United Nations Secretary General, Ban Ki-moon opened the high level segment of the event this morning, as delegates sort to salvage something from an intensely disappointing two weeks.

He stressed the urgency of reaching an agreement at the Copenhagen talks next year and the importance of developed nations not back-peddling during an unfolding global economic crisis. In line with much of the global NGO community he suggested that a 'green new deal' was necessary to simultaneously stimulate economies and reduce emissions.

Despite these postive words it is apparent to all that the very modest goals for the talks have not been achieved. There has been little progress on reforming the increasingly messy Clean Development Mechanism, adaptation remains drastically under-funded and global efforts to prevent deforestation have largely stalled.

The Europeans are too busy fighting each other to lead, America is still represented by Bush Administration - I bumped into the odious Harlan Watson this morning, while Australia, Japan and Canada are working to prevent talks on deeper emissions reduction targets.

It's only the actions of developing countries - specifically Brazil, Mexico, South Korea, South Africa and, to a certain extent, China - that prevent the talks from being a complete wash-out. Brazil will institute a fund to significantly curb deforestation in the Amazon rainforest, Mexico, South Africa and South Korea have all outlined plans to make significant cuts in emissions, while a number of interesting proposals are coming out of China from both official and non-official outlets.

For years back-sliding developed nations have sought to shift blame to their less-developed counterparts, arguing that they need to take action as well. What will they say now?
