Britek Tyre and Rubber  has been developing an airless tire. This gets rid of the hassles of those flat tyres but also has the added benefit of converting stored energy into forward movement. Its called the Energy Return Wheel ( ERW ) and it has an internal rubber layer which is held taut by rods that adjust. The rubber tread is on the outside , and you can see it operating in the video below.
